Overview

The Senior Operations Research Analyst will provide advanced analytical expertise to support the Uncrewed Aircraft Systems (UAS) lifecycle, focusing on manpower and personnel planning, support equipment management, product support strategies, program analysis, and cost estimation. This role requires a professional with a strong background in acquisition, logistics, business, or management to deliver actionable insights and recommendations that optimize UAS operations and sustainment. The Analyst will collaborate with government stakeholders and cross-functional teams to ensure mission success.

Responsibilities

Manpower and Personnel:

  • Personnel Planning: Identify, plan, and assist with resourcing personnel with the grades and skills required to operate and maintain UAS systems effectively throughout their lifecycle.
  • Documentation Development: Develop, implement, and maintain current manpower-related program documentation, including the Manpower Estimate Report (MER) and Manpower Requirements Criteria (MARC).

Support Equipment Management:

  • Documentation Development: Identify, plan, and develop documentation to resource and acquire support equipment, including common, mobile, fixed, and specialized equipment required to sustain UAS operations and maintenance.
  • Validation and Verification: Participate in support equipment-related activities such as Support Equipment Requirements Document (SERD) reviews, design reviews, logistics demonstrations, and testing.
  • Optimization: Analyze and assess support equipment requirements to reduce tools and support needs, implement standardization, and determine sustainment requirements throughout the UAS lifecycle.
  • Fielding Support Equipment: Plan and identify requirements necessary for deploying support equipment to Warfighters.

Product Support Management:

  • Strategy Development: Develop, implement, and maintain comprehensive product support strategies for UAS systems.
  • Predictive Analysis: Use predictive analyses and modeling tools to improve material availability, reliability, operational availability rates, and reduce operation and sustainment costs.
  • Cost Analysis: Conduct cost-benefit analyses and validate product support strategies, including Business Case Analyses (BCAs).
  • Documentation: Develop and maintain logistics-related statutory and regulatory program documentation, such as LCSP, Core Logistics Determination Estimate, and Independent Logistics Assessment.

Program Analysis:

  • Task Management: Manage information exchanges with internal and external stakeholders, archive key data within the Project Office SharePoint system, and develop policies and procedures for Government review.
  • Event Coordination: Lead and assist in planning, coordinating, and executing organizational events such as meetings, town halls, and ceremonies.
  • Graphic Design: Design and refine graphics, presentations, and multimedia materials to support program analysis and communication.

Cost Estimation and Analysis:

  • Cost Estimation: Provide input and recommendations for cost estimating and budget activities across all program lifecycle phases, including Independent Government Estimates, Program Office Estimates, and Analysis of Alternatives.
  • Risk Analysis: Perform risk analysis and develop program risk assessments related to cost, contractor capabilities, emerging technologies, and schedules.
  • Tool Proficiency: Utilize the Automated Cost Estimating Integrated Tool (ACEIT) to support cost estimation activities.
  • Budget Preparation: Support budget preparation, earned value management, and life-cycle cost analysis to ensure financial efficiency and program success.

Qualifications

Required:

 

  • Education:
    • Bachelor’s degree in acquisition, logistics, business, management, or a related field.
    • OR 11 years of task-related experience in lieu of a degree.
  • Experience:
    • Minimum of 8 years of task-related experience.
    • Expertise in manpower planning, support equipment management, product support strategies, program analysis, and cost estimation is preferred.
  • Technical Skills:
    • Proficiency in ACEIT, SharePoint, and graphic design tools such as Microsoft PowerPoint and Adobe Acrobat.
  • Security Clearance:
    • Active SECRET clearance required.

Work Location:

  • Primary: Redstone Arsenal, Alabama.
  • Secondary: Authorized virtual work location per customer Telework Policy. Temporary Duty (TDY) may be required at other locations.

Additional Requirements:

  • Strong analytical, organizational, and communication skills.
  • Ability to work collaboratively in a fast-paced, high-visibility environment.
  • Knowledge of Federal, DoD, and Army regulations related to manpower, logistics, and cost estimation.
