Performs responsible technical work in digital Mapping-Addressing GIS data for the County of Stokes.
Distinguishing Features of the Cass
An employee in this class is responsible for maintaining an accurate digital land base mapping-addressing maps and database for the County of Stokes. Work involves employee in researching and gathering information to render an accurate judgment in GIS. Position is also responsible for mapping-addressing and transferring real estate transactions into the GIS/Mapping database, maintaining map files and records in a digital format in GIS. Position is also responsible for maintaining the E-911 system in addressing by creating digital road centerlines for existing/new private or NC State Roads. Addressing existing and new structures (Business and Residential) and maintaining all ESZ boundaries for an Enhanced 911 system for the County of Stokes. Works with all Telco Phone Companies in updating Master Street Address Guide (MSAG). Considerable independent initiative and judgment are required. Tact is necessary in working with property owners and other County employees. Work is performed under the supervision of the GIS Land Records Supervisor and is evaluated through conferences, observation and reports.
Duties and Responsibilities
Essential Duties and Tasks
- Updates property ownership records initiated by the recording of legal documents; plots parcels, tracts, new sub-divisions and other real property on cadastral maps and records using computer-aided plotting and drafting equipment in digital format.
- Maintaining an Enhanced 911 addressing maps and data base system for the County of Stokes.
- Researches deeds, surveys, aerial photographs, and other records and interviews property owners to obtain accurate mapping data; reads and interprets legal descriptions; determines acreage amount; identifies correct deed references.
- Maintains records of cadastral maps, deed packets, and reference materials accurately and up to date in digital format.
- Performs the duty as a County review officer of land plats to be recorded in the Register of Deeds office per North Carolina General Statute 47-30.
- Review and approves deeds for recordation in the Register of Deeds office per North Carolina General Statutes 161-31(a) and 105-303(a2)
- Answers telephone and prepare letters of correspondence.
Additional Job Duties
- Assists the public and other County officials in the use of the maps and other record
- May order mapping supplies and maintain equipment. Operates general office and specialized equipment.
- Performs related duties as required.
Knowledge, Skills, and Abilities
- Considerable knowledge of standard practices, techniques, materials, and equipment used in computer aided mapping system in mapping-addressing.
- Considerable knowledge of state coordinate systems and methods for assigning PIN numbers.
- Ability to draw neat and accurate maps to scale and to make accurate computations in the County GIS system in mapping-addressing
- Ability to maintain comprehensive map records.
- Ability to read, compare and interpret property maps and records accurately
- Ability to read and interpret deeds, surveys, and aerial photographs
- Ability to deal tactfully and courteously with map inquiries and requests from the public
- Ability to operate general office and specialized equipment.
Physical Requirements
- Must be able to perform the basic life operational functions of stooping, reaching, pushing, pulling, lifting, talking, and hearing.
- Must be able to perform sedentary work, exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects.
- Must possess the visual acuity to prepare and work with data and figures, operate a computer terminal, and use measurement devices.
Desirable Education and Experience
Graduation from high school supplemented by courses in drafting of specialized mapping courses and considerable experience in property mapping including work with a GIS database; or an equivalent combination of education and experience.
